I hear what you are saying, but I have over 80 reports and probably 1/2 of them have classifications so it would take a HUGE effort to move all of those reports and re-create them using Custom Reports...I may have to do that, but was hoping for a cleaner solution...Thanks for the thoughts...

The trade off here is that the menu structure when specifying the breakdown reflects the location of the report. In my case its under the admin folder. I only have a few people who need to know how to do this and they are typically used to navigating into admin to get at some bespoke reports. However since all reports are under the "admin" folder the user is only really presented with the none option or exploring the admin folder when doing a breakdown. We would hope that they at least take a look what's in there given the restricted options. Perhaps should name the folder with something less scary if that's an issue.

That is a good idea. A bit of a pain if you have lots of reports though. So I assume you train your users that to do any breakdowns they need to look in your "Admin" folder?

I second Tim's suggestion. Just hide those source reports in a part of the menu where nobody ever looks.

Not a 100% clean solution, but on my implementation I simply move all standard reports into a separate folder called admin. I don't hide the source of classifications. Then make a classification custom report and place it where it makes most sense for users. This works well for me or am I missing something?
